Jim Lanard, President

Jim Lanard has been a leader in the offshore wind industry for more than five years. Prior to his current position, Jim was Managing Director of Deepwater Wind, where he was involved in the company’s offshore wind development initiatives in Rhode Island, New Jersey, New York and Massachusetts and supported the company’s strategic planning, policy development and regulatory affairs efforts. He also worked at Bluewater Wind for several years, leading Bluewater’s strategic planning and advocacy initiatives.

Jim has worked in the environmental and energy sectors for his entire career. He has been executive director of two non-governmental environmental groups, Chief of Staff to a Member of the U.S. House of Representatives, Director of Environmental Programs and Government Relations for The Walt Disney Company’s Disney’s America project, and partner in an energy and environmental consulting firm. Jim is also a former adjunct assistant professor at Rutgers University and Drexel University where he taught Conservation Law and Environmental and Occupational Safety and Health Law courses.  He has a law degree from the University of Miami and a BS in Political Science from Boston University.

Doug Pfeister, Senior Vice President

Doug Pfeister is Senior Vice President of the Offshore Wind Development Coalition. From 2006 to 2010, Doug was in charge of siting and permitting and project development in New Jersey for the offshore wind developer NRG Bluewater Wind. There he managed siting and permitting activities across the company; authored major sections of proposals and other public filings; and participated in negotiations for the first offshore wind power purchase agreement in Delaware.  Doug was responsible for the development of an offshore wind project in New Jersey and successfully advocated for progressive offshore wind policies, including, the NJ Offshore Wind Economic Development Act (OWEDA) of 2010, one of the most significant state laws that support creation of the offshore wind industry.

Doug earned his undergraduate degree from Stanford and Master’s in Environmental Management from the Yale University School of Forestry & Environmental Studies. Prior to NRG Bluewater Wind, he worked for General Electric, MCEnergy, Trigen Energy, and Trieste Associates on land-based wind energy development; demand-side energy management; district power, heating, and cooling; and corporate environment, health, and safety. As an official with the New York City Parks Department in the 1990s, Doug supervised the street tree division and the Greenstreets program.

Jeff Kehne, Lead Counsel

Jeff Kehne serves as lead counsel to the Offshore Wind Development Coalition.  From 2007 to 2010, Jeff served as counsel to Bluewater Wind (now NRG Bluewater). He also co-chaired AWEA’s Offshore Federal Legal and Financial Assurance Group prior to the formation of the OffshoreWindDC.

Before entering private practice, Jeff served as an appellate litigator in the Department of Justice Environment Division and then as an attorney-adviser in the Department’s Office of Legal Counsel, where he advised senior executive branch officials on a range of administrative law and constitutional issues. He has been lead counsel on more than 50 federal appeals. Jeff is a graduate of Haverford College and Yale Law School, where he was Notes Editor for the Yale Law Journal.

Our Members and Board of Directors

OffshoreWindDC represents offshore wind developers and service and equipment companies up and down the supply chain.  These include turbine manufacturers; cable manufacturers; offshore construction companies; submarine cable installers; electrical engineering and infrastructure companies; environmental and permitting consultants; meteorological and oceanographic service providers; certification organizations; and law firms.

Representatives from eight offshore wind developers and the American Wind Energy Association (AWEA) serve on the organization’s Board of Directors.
